Library Cards
Eligibility requirements for library use:The Effie & Wilton Hebert Public Library is supported primarily by taxes paid by the residents of the City of Port Neches. Therefore, Library borrowing privileges are available at no additional charge to residents of the City of Port Neches. Anyone owning real property within the jurisdiction of the City of Port Neches may obtain a Library card at no charge. An institution (a church, school, bank or credit union), a department of the City or a business owner may also be issued a patron card.

Others may apply for borrowing privileges by paying the current fee established by the Board of Trustees and the City Council or by providing a TexShare Library card from a participating TexShare Card Library.  (Note: Not every library participates, so look for "Texshare Card: Yes" in the library's listing.)

The Library has a responsibility to protect the taxpayers' investment in the collection of the Library. Therefore, identification and two (2) forms of verification of residence are required to obtain a Library card:

1. IDENTIFICATION can be established through a current driver's license, school identification card or other valid picture identification issued by a governmental agency.
2. VERIFICATION OF RESIDENCE can be established by presenting two (2) of the following items:
  • Car insurance
  • Driver's license
  • Property tax forms
  • Rental agreement
  • Telephone book listing
  • Utility bills
  • Voter registration
  • Other governmental forms showing a physical address
Note: A post office box number does not qualify as a residence address. A printed check does not qualify as a verification of residence.
Eligibility requirement for minors:Parent or guardian must have a patron card before applying for an individual card for a minor.
