Library Cards:*Beginning October 1, 2022, the Library Board and City Administration have approved the following fee
changes for the Library: Non-resident cards will increase to $30 a year, and juvenile non-resident library cards will increase to $20 a year.

Library cards are free for Port Neches residents, and are $20 a year for non-residents. The Library has a responsibility to protect the taxpayers' investment in the collection of the Library. Therefore, identification and two (2) forms of verification of residence are required to obtain a Library card:

1. IDENTIFICATION can be established through a current driver's license, school identification card or other valid picture identification issued by a governmental agency.
2. VERIFICATION OF RESIDENCE can be established by presenting two (2) of the following items:

  • Car insurance
  • Driver's license
  • Property tax forms
  • Rental agreement
  • Telephone book listing
  • Utility bills
  • Voter registration
  • Other governmental forms showing a physical address
Note: A post office box number does NOT qualify as a residence address. A printed check does not qualify as a verification of residence.

Eligibility requirement for minors:Parent or guardian must have a patron card before applying for an individual card for a minor.

TexShare TexShare is a cooperative program designed to improve service to Texans. Members include public libraries that belong to the regional library systems, academic libraries, and libraries of clinical medicine. TexShare enables libraries to offer a broader range of materials and services than any single library can provide for its constituents.

With a TexShare Card, a library patron may directly borrow books, music, movies and more from any other participating TexShare library, just as if he or she were card-holder there.

Borrowing limits:*Beginning October 1, 2022, the Library Board and City Administration have approved the following fee
changes for the Library: Books and audiobook fines will increase to .15 cents and movie fines will increase to $1.50 per day. 

Books and audiobooks may be checked out for a period of two weeks. Overdue fines are assessed at a rate of ten cents per day per title.

Movies may be checked out for a period of six days. Overdue fines for movies are $1.00 per day per title. Movies are checked out to adults only.
Check-out limit per card:
  • Eight adult books or audiobooks
  • Ten juvenile books
  • Five movies
PLEASE NOTE: Materials not returned to the library may be turned over to the City Attorney and/or Retail Merchants Association for collection.
*During the library's Summer Reading Program, the number of children's books that can be checked-out increases to 20. 
Renewals and Holds:
  • Books and audiobooks can be renewed, as long as, there is not an existing hold on the item.
  • It can not be renewed more than two times. 
  • Patrons can place holds on books and audiobooks when they are currently unavailable.
  • Movies cannot be placed on hold. 
Items can be returned inside the library at the Circulation Desk, or in the book drop on the side of the building.
